Our Shire is now 320 EGA. She started bagging up last week. At that time I noticed the area anterior to the breasts was enlarged. I haven't gone through this with horses before so I assummed it was part of the bagging up process. The area is much more enlarged now more on the right side. It is non tender, firm and doesn't seem to have excess heat.
I am concerned about the prepubic tendon. Could that be what I am seeing? I seem to have a hard time getting a vet to come out but I will call tomorrow (Monday). Hopefully it is just part of the milk production process but it seems separate from the breasts which are continuing to bag up.

Yes this can be a fairly normal event in healthy mares but it can also be associated with some problems see Equine Reproduction » Breeding and Foaling » Pregnant Mare Care and Nutrition. There is a paragraph headed with Ventral Midline Swelling, that explains this in greater detail.
