I have a foal that was born the 30 of June and did not shed out completely and now her winter coat has a ridge that stands straight up right down the middle of her back and hair that lays on her shoulders growing upwards and same on her loins and straight up on the sides of her belly. I have never seen anything like it. Can this be due to her not shedding off? There is no way to make her look nice I cant brush her in one direction at all.

I think so Tamela, once completely shed out I would expect the coat to return to normal, or at least we will hope so.
