  Discussion on Will exercise help fill in my thin horse?

I have been having issue keeping weigh on my now 14 yr old 17.1 TB. HE is gain some now but my question is. I stopped riding him because he was so thin but now I am wondering if work will help these area where he still looks thin which is his topline and rear end.
