My brother in law has a full sister to my stallion and he wants to breed the two next spring? Is this safe?

NO, though we do not know exactly what the risk is when siblings are bred. We all have faulty and weak genes that are covered up by a properly working gene. When you breed this close the chance you will pair up two of these faulty genes is much greater than when breeding with the more distant relatives.
