TOH (turn on the haunches) is actually a more advanced movements than TOF, because you're moving the haunches/body in the direction of the bend.

I think the progression could be something like leg yield, TOF, shoulder-fore, shoulder-in, TOH, travers, half-pass.

Progression could be leg yield, TOF, shoulder-fore, shoulder-in, TOH, half-pass, travers/renvers. Why HP first you ask? Because a wise man once told me that travers is nothing more than HP done on the rail. ;) Many will teach travers (haunches in) first to help teach bend before asking for the forward and diagonal movement. Bend can be taught at any time though.
