I need some help with definitions please.

What is meant by cutting back to the water line?

A vertical cut to the toe?

Lori it could depend on the context: In normal trimming it may mean trimming the sole until you get to "fresh" horn: that which has not soiled or degraded by moisture or abrasion. In attempts to remove undermined or pathological horn it may mean rasping the wall, which is what I think you mean by a vertical cut.
