I've read the article on "Fats & Oils" in the horses diet, but I'm still a bit confused regarding the use of flax seed in a mature horses diet to improve the hair coat. After reading different posts of various horse owners on the subject is whole flax or ground flax better? Also what amount should be fed ... would 1/2 cup/day be correct?

The reason for your confusion is there is no proof you will improve the hair coat and there is no established dosage. In fact the article states that when these type fats are intentionally removed from the diet for 7 months no ill effects were seen.

That said there are many horseowners who feel they get a beneficial effect, but the dosage would be trial and error. Perhaps the feed is making up for some deficiency? Which ever form you use be sure it has been processed to be nontoxic, see article for more on this. All things equal get the product with the highest fat content and if you want a starting point start with the low end of fat supplementation recommendation in the aticle. The amount you will add depends on the fat content of your product.
