I have a friend who has a l0 month old foal who started with clumps of hair comming out,then a fever(l04)and not eating and laying down a lot.
Is there any particular disease that would link the loss of clumps of hair with the fever and being ill?

Shary there are dozens if not hundreds of possibilities. Your friend needs to get her veterinarian out to help this little guy.
