Hello Sherri,
You need to contact your veterinarian for a examination. It sounds as though she has contacted some sort of irritant that has got on her skin and eyes. While waiting for the vet a mild shampoo and flush of the eyes with sterile eye wash would be sensible. What is in the stall?

The redness in the eyes went away, I believe that was part of being a newborn foal. There had been straw down. Had a vet say probably parasites,, gave us coral a powder for such. Replaced all of the straw. Put pine shavings down,,, powdered several times,, still itchy all over.
