I've seen two horses with broken withers, and both were busy, working horses. One was used as a buggy horse. The owner of the second horse bought a saddle from me because it was an excellent fit for her high withered TB gelding. About 18 months later, I saw the gelding again, and his withers were gone. He had flipped over and broken his withers, but was back at work and doing fine by his owner's report.
