I just called my vet to get some Arquel and they told me Arquel is no longer being made. Is this just an Eastern Canada thing or is there a story here?
Is there an alternative?

I don't know about Arquel's status, if it's being discontinued you can give your horse meclofenamate - the active ingredient in Arquel - at a fraction of the cost. See » Lameness » Diseases of Joints » Arthritis and DJD: An Overview » Longterm NSAIDs for Ringbone for more info. Suzanne's veterinary compounder is wonderful, they can package however you like.
