I have cleaned my inexpensive leather bridle the same way I always do, with a bit of warm water and glycerine soap, dry, then oiled.

this time it seems the leather is not getting soft again.
I am using a leather conditioner to oil it.
Should I have to oil it 3-4 times to get it nice and soft again?

Hey, Lori,
I can't answer your question, but wonder if you have tried warming a pot of oil and soaking the bridle in the warm oil? Sometimes I use a hair dryer to warm the leather first, too, and the oil sinks in better.
You won't want to do this too many times, though, because too much oil can rot the stitching, but it might be just what you need this time.

Holly, yeah I used to do that, why didn't I remember? Another use for a hair dryer, cordless would be a good idea.
